Supply and Delivery of M16 Rifle Magazine Description INVITATION TO BID 1. The Philippine National Police, with the General Appropriations Act of 2015 as basis, intends to apply the sum of Three Million Nine Hundred Eighteen Thousand Six Hundred Pesos [PhP 3, 918, 600.00] being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of 2,528 units M16 Magazine for cal 5.56mm M16 Rifle under Public Bidding No. PNP-15-14G. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Police Regional Office ARMM now invites bids for the aforementioned project. The Delivery of Goods shall be within one hundred twenty (120) calendar days from receipt of the notice to proceed, extendible to a period of not more than thirty (30) calendar days subject to meritorious reasons and upon showing of proof of actual processing of the export permit. Bidder should have completed, within ten (10) years prior to the date of submission and receipt of their bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184. 4. Interested bidders may obtain further information from the Philippine National Police and inspect the Bidding Documents at the address given below during working days from 8:00 AM to 5:00 PM. A complete set of Bidding Documents may be acquired by interested Bidders from December 15, 2016 to January 4, 2016 the address below upon payment of a non-refundable fee in the amount of Five Thousand Pesos [Php5,000.00]. 5. The Philippine National Police will hold a Pre-Bid Conference on December 21, 2016 at 9:00 AM at PRO ARMM Conference Room, 2nd Floor Admin Building, Camp Bgen. Salipada K. Pendatun, Parang, Maguindanao, which shall be open only to all interested parties who have purchased the Bidding Documents. 6. Bids must be delivered to the address below on or before January 5, 2016 at 9:00 AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bid opening shall be on January 5, 2016 at 9:00 AM at the PRO ARMM Conference Room, 2nd Floor Admin Building, Camp Bgen. Salipada K. Pendatun, Parang, Maguindanao. Bids will be opened in the presence of the Bidders’ representatives who shall attend at the address below. Late bids shall not be accepted. 7. Prior to the deadline of Submission and Opening of Bids, the PRO ARMM BAC shall accept applications for “Registration of Manufacturers, Suppliers, Distributors and Contractors Participating in PNP Procurement of Goods, Infrastructure Projects and Consulting Services” on the following days: Schedule Date Application Monday, Tuesday and Wednesday 8:00 AM to 12:00 PM and 1:00 PM to 5:00 PM If a bidder availed of the RBAC registration and was issued the corresponding Certificate of Registration, said Certificate may be submitted in lieu of the requirements enumerated in ITB Clause 12.1 (a)(i-v). Foreign bidders may provide a statement of non-disclosure agreement provided that they will register with the RBAC registration aforementioned. Prior to the opening of bids, prospective bidders who will participate in the public bidding of the above-described items may apply for the end-user certificate to PNP Directorate for Logistics thru the BAC Secretariat in coordination with the PNP Firearms and Explosive Office as one of the requirements for Demonstration, Sample or Test and Evaluation Purpose. 8. The Police Regional Office ARMM reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without incurring any liability to the affected bidder or bidders.
